Except as limited by the provisions of this agreement, the Governing Board reserves the right to direct the working force to: hire, promote, transfer, discharge, discipline for proper cause, maintain the efficiency of the teachers, determine the work to be performed, the location of the work, the methods and processes, and the decision to make or buy.  The exercise of these rights shall be in accordance with law, policy, regulations, and due process, and shall not discriminate against teachers because of participation in legitimate activities on behalf of the Association.  The Governing Board shall cooperate with the Association in the fair implementation of this contract.
